Haryana Budget 2025: CM Proposes Interest-Free Loans and Education Upliftment

Haryana Budget 2025-26 was recently presented by Chief Minister Naib Singh Saini, marking a significant financial leap for the state with a budget tally of ₹2,05,017 crore. Aimed at comprehensive development, this budget promises a wide array of benefits focusing on women empowerment, education, and economic growth.

Interest-Free Loans for Women and Farmers

One of the notable announcements is the provision for interest-free loans for women, supporting their entrepreneurship and financial independence. Additionally, loans up to ₹1 lakh for farmers will not incur any interest, providing much-needed relief to the agricultural sector. This move is expected to enhance the financial stability of women and empower them for self-employment opportunities.

Education Boost: Tuition Waiver and Scholarships

Educational advancement holds a prominent place in this year’s budget. Haryana girls pursuing B.Sc courses in universities, belonging to families with an annual income of less than ₹3 lakh, will have their tuition fees waived. Further, the Kalpana Chawla Scholarship scheme will offer ₹1 lakh to female students, promoting higher education among girls.

Skill Development and Education Innovations

To nurture skills and offer quality education, model schools will be established every 10 kilometers in rural areas. These institutions will also feature E-libraries, enabling digital learning. From third grade, French language courses will begin in government schools, presenting a new language opportunity for students. Additionally, every district is slated to introduce model colleges to strengthen higher education.

Economic Initiatives

Introducing ‘Mission Haryana-2047’, the budget sets an ambitious target to grow the state’s GDP to a 1 trillion dollar economy. The preliminary allocation for this mission is ₹5 crore, reflecting the state’s commitment to economic expansion and global competitiveness. The government is also focused on developing AI hubs and encouraging start-ups with an allocation of ₹2,000 crore.

Cultural and Sports Development

The ‘Mission 2026 Olympic Medal’ is another keystone of the budget, with ₹20 crore earmarked to support state athletes. This program aims to enhance Haryana’s prowess at global sporting events. In addition, plans are in place to support winners of the World Skill Olympics with monetary rewards and incentives.

“Our focus is to shift from traditional approaches and accelerate towards innovation and inclusiveness,” said CM Naib Singh Saini.

Commitment to Sustainability and Welfare

Under the ‘Mera Pani Meri Virasat Yojana’, a subsidy increase from ₹7,000 to ₹8,000 per acre for farmers switching from paddy cultivation to other crops has been set. The aim is to promote sustainable agricultural practices. Additionally, a new horticulture policy and specific projects for Morni Hills farmers were announced, enhancing agricultural diversity and sustainability.

Gau Raksha Initiatives

The budget also outlines enhancements in gau protection efforts, with a significant increase in funds allocated from ₹2 crore in 2014 to ₹425 crore currently. Two new cow sanctuaries are in development, emphasizing the state’s dedication to animal welfare.
