Started in October 2017, the Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA) scheme aimed to provide electricity connections to all willing un-electrified households in rural and poor urban areas. The SAUBHAGYA scheme completed all approved works by 31 March 2022. Reports from various states show that about 2.86 crore households were electrified during the scheme period. This is a major step towards making sure every household in India has electricity.
Although the SAUBHAGYA scheme has officially ended, the Government of India continues to support electrification for households left out during the first phase. The Revamped Distribution Sector Scheme (RDSS) is actively working to electrify these remaining households based on surveys done by utilities.

Special Focus on At Risk Communities
Electrification efforts continue under RDSS for especially at risk groups such as Particularly Vulnerable Tribal Groups (PVTG) identified under PM-JANMAN, tribal households under DA-JGUA, Scheduled Caste households under PM-AJAY, and households in remote and border areas under the Vibrant Village Program (VVP). These efforts make sure no community is left behind in the path to universal electrification.
Role of Solar Power in Off-grid Electrification
For households without access to the grid, the Government has approved Rs. 50 crore under a new solar power scheme. This supports off-grid solar electrification, helping 9,961 households as of 30 June 2025. This method complements grid electrification and helps reach remote areas well.
