The scheme benefits various groups including Adivasi, Dimasa, and ULFA, with special attention to youth and women, making sure the Northeastern region has a brighter future.

Funding Allocation and Key Agreements Under the Special Development Packages

The Government of India, working with the Governments of Assam and Tripura, has signed Memorandums of Settlement (MoS) with several ethnic groups to carry out the Special Development Packages. A total of Rs 4,000 crore has been set aside specifically for Assam’s infrastructure growth over five years, from the financial year 2025-26 to 2029-30.

This includes Rs 3,000 crore for infrastructure projects across Assam as part of the MoS with the United Liberation Front of Asom (ULFA 2023). Also, Rs 500 crore is set aside for Adivasi-inhabited villages and areas, following the MoS signed with Adivasi groups. Another Rs 500 crore is allocated for the North Cachar Hills Autonomous Council (NCHAC) area, covering villages inhabited by the Dimasa National Liberation Army (DNLA) and Dimasa People’s Supreme Council (DPSC) groups.

For Tripura, Rs 250 crore has been set aside for infrastructure growth over four years, from 2025-26 to 2028-29. The total budget for the new parts under the scheme is Rs 7,250 crore, with Rs 4,250 crore provided by the Centre and Rs 3,000 crore contributed by the Assam state government.

Impact on Socio-Economic Growth and Community Benefits

This scheme is made to promote fairness by improving the socio-economic conditions of at-risk and marginalized groups in Assam and Tripura who have not fully benefited from earlier government efforts. It aims to increase job opportunities, improve health services, support education and skill development, and boost tourism, creating more ways for people to earn a living.
