Andhra Pradesh government has introduced the Amaravati Land Pooling Scheme 2.0 through the new rules called Andhra Pradesh Capital Region Land Pooling Scheme (Formulation and Implementation) Rules, 2025. This scheme focuses on planned development and infrastructure growth in the Amaravati capital region and its surroundings.

These fresh rules were notified by the Municipal Administration and Urban Development Department on July 1, 2025. The implementing authority is the Andhra Pradesh Capital Region Development Authority (APCRDA), covering key areas in the capital region, including parts of the former Krishna and Guntur districts.

Key Features and Benefits of Amaravati Land Pooling Scheme

This latest version brings many changes to make the scheme user-friendly and transparent for landowners:

  • Fewer official forms: The number of forms required has been reduced to simplify the land pooling procedure.
  • Use of Technology: Drone and rover-based land surveys increase accuracy in land measurement.
  • Digital Consent: Landowner agreement is verified securely using Aadhaar OTP authentication, ensuring a transparent process.
  • Encumbrance Certificate (EC) Updates: Plot details will be directly entered into the Registration Department’s EC records, doing away with multiple registrations or mutations.

Eligibility and Land Categories

Entitlements for landowners depend on the type of land surrendered and the ownership category:

  • Land Types: Dry land and jareebu (wetland).
  • Ownership Categories: Patta land, assigned land, or encroached land.

For Patta Landowners:

  • For every acre of dry land surrendered, you receive a reconstituted residential plot of 1,000 sq. yds. and a commercial plot of 250 sq. yds.
  • For jareebu land, the entitlement is 1,000 sq. yds. residential and 450 sq. yds. commercial plots.

For Assigned Landowners: Six categories exist including ex-servicemen, political sufferers, freedom fighters, and encroachers of government land, each with variable benefits.

Additional Financial Benefits for Landowners

  • Annuity Payments: ₹30,000 per year for dry land and ₹50,000 per year for jareebu land. These payments will increase annually by ₹3,000 and ₹5,000 respectively.
  • One-time Payment: ₹1,00,000 for land with fruit orchards like lime, sapota, or guava.
  • Pension: ₹5,000 per month for 10 years for each landless poor family.
  • Agricultural Loan Waiver: Loan relief up to ₹1.5 lakh per eligible family to support farmers.
